LUTHOR SYKES

Luthor Sykes is an arms dealer who runs an illegal operation for the sale of unregistered weapons and high-end merchandise to a professional clientele, and whom the NID allows to operate in exchange for information. Sykes sold a Remington 700 with a customized breakdown stock to Agent Devlin, which he used in the assassination attempt on Senator Kinsey.
